Statue of Confederate General Stuart Removed in Richmond

A statue of Confederate General James Ewell Brown (J.E.B.) Stuart is being removed in Richmond, Virginia.Richmond, the former Confederacy capital, and still the state’s capital city, has removed three Confederate statues in the past week. Calls for the removal of the statues comes after protests in Virginia and around the United States after the death of George Floyd sparked a movement to remove statues and monuments to those in history with connections to slavery and the Confederacy, saying they represent markers of oppression and injustice.Crews lower the statue of Confederate General J.E.B. Stuart, who served as commander of the Cavalry Corps for the Confederacy in northern Virginia, depicts him in uniform on a horse, armed with a sword. The statue includes many words of praise for Stuart, including one line that reads, “He gave his life for his country and saved his city from capture.”Protesters tried to pull down the Stuart statue June 21 using ropes, but police shut down these attempts by declaring an unlawful assembly. Today, the city has sent crews in a cherry picker to remove the statue from its base and drive it away.On July 1, Richmond Mayor Levar Stoney promised to remove all Confederacy statues from the city.Stonewall Jackson Removed From Richmond’s Monument AvenueConfederate general was a commander in the First Battle of Bull Run, which marked the first major land battle of the American Civil WarAfter Stuart’s statue is removed, the only other remaining Confederate statue on Virginia state land will be General Robert E. Lee. The statue is set to be removed, but a number of lawsuits have temporarily prevented this.Stoney is ordering the removal of these statutes through his acting role as the city’s emergency mayor, saying if he did not remove the statues, they would constitute a threat to public safety. 
 

WHO Experts Admit COVID-19 Can Spread Through Air

Experts at the World Health Organization (WHO) Tuesday acknowledged there is growing evidence the coronavirus can spread through the air and said they are preparing a brief on the subject.At the U.N. agency’s regular briefing in Geneva, WHO technical committee head Dr. Maria Van Kerkhove said the WHO was contacted in April by a group of than 200 scientists who have called for the world body and others to acknowledge that the coronavirus can spread in the air.Kerkhove said her committee is working with the group and are producing a scientific brief to summarize what they know about the nature of air-borne transmission of virus.WHO Under Fire Over COVID-19 Transmission Route Critics say agency moves too slowly to acknowledge airborne transmission, but science not settledThe WHO coordinator of infection prevention and control, Professor Benedetta Allegranzi, noted that while there is emerging evidence about the airborne nature of the virus, it is not definitive.  Both officials said that the evidence does suggest it takes a comprehensive prevention package to stop COVID transmission, including physical distancing and the wearing of masks, particularly inside.WHO Director General Tedros Adhanom Ghebreyesus stressed the pandemic continues to accelerate and said it has not yet reached its peak. He noted that it took 12 weeks for the world to reach 400,000 COVID cases, and this past weekend there were more than 400,000 cases across the globe. 

TikTok to Exit Hong Kong Market Over New National Security Law 

TikTok, the popular short-form video app, says it will exit the Hong Kong market in response to the new national security law for the semi-autonomous city recently enacted by Beijing. A spokesman for the company issued a statement Tuesday saying it was ending operations in Hong Kong “in light of recent events.”   TikTok’s announcement it would cease operating in Hong Kong coincides with the decisions by U.S. tech giants Facebook, Google and Twitter that they will suspend processing requests by the central government in Beijing for user data in Hong Kong following passage of the new law.  The companies are blocked in mainland China due to the autocratic government’s so-called “Great Firewall,” but operate freely in semi-autonomous Hong Kong.  TikTok is owned and operated by China-based ByteDance.  ByteDance owns a similar app called Douyin which is available on mainland China, where TikTok is unavailable.  TikTok has long denied that its data can be accessed by the Chinese government, as its servers are located entirely outside of China. But U.S. Secretary of State Mike Pompeo said Monday the United States is considering banning TikTok and other Chinese social media apps due to privacy concerns. The law, which went into effect last week, calls for the central government to establish a national security office in Hong Kong aimed at confronting subversion of state power, terrorism, separatism and collusion with foreign forces.  The new law was a response to the massive and often violent pro-democracy demonstrations that engulfed the financial hub in the latter half of 2019.   Critics say the measure effectively ends the “One Country, Two Systems” policy under which Hong Kong was promised a high degree of autonomy after the handover from British to Chinese rule in 1997. Hong Kong is a former British colony.     

Brazil Man May Be Cured of HIV

Doctors in Brazil say an experimental treatment given to a man known as the Sao Paulo Patient may have cured him of HIV.  
 
The man, who was subjected to intensive anti-retroviral drug therapy with the purpose of removing all traces of the AIDS virus from his body, shows no signs of the virus after more than a year since he stopped receiving the treatment.
 
In an interview with The Associated Press, the patient said he was “very moved, because it’s something that millions of people want. It’s a gift of life, a second chance to live.”
 
The only other two known cases of HIV cures have been through bone marrow transplants, which gave patients new immune systems that were better equipped to respond to the virus.  
 
Bone marrow transplants are prohibitively expensive, though, and they come with life-threatening side effects, leading experts to disregard them as a viable option.
 
Although the treatment the Sao Paulo Patient received appears to be a much better alternative, he represents only a single case that requires more research and experimentation.  
 
“These are exciting findings but they’re very preliminary,” said Dr. Monica Gandhi, an AIDS expert at the University of California, San Francisco. “This has happened to one person, and one person only.”
 
Gandhi noted the four others in the same experiment did not respond similarly to the treatment.
 
If the Sao Paulo Patient’s case can be shown to work on a broader spectrum, it would be a huge breakthrough, as people with HIV currently are forced to stay on a treatment plan for the rest of their lives.  
 
HIV is difficult to treat because it lies dormant for long periods of time, during which it cannot be eliminated by medicines or the body’s normal immune response. Patients must stay on drugs to keep the virus dormant and prevent it from becoming active again. 

Russian Court Fines Coronavirus-Denying Rebel Monk

A Russian court on Tuesday fined a coronavirus-denying monk who has challenged Kremlin lockdown orders for spreading false information about the pandemic.The court in the Ural Mountains region ordered Father Sergiy to pay 90,000 rubles ($1,250). The 65-year-old monk, who has attracted nationwide attention by urging followers to disobey church leadership and ignore church closures during the pandemic, didn’t attend the court hearing.On Friday, a Russian Orthodox Church panel in Yekaterinburg ruled to defrock Father Sergiy for breaking monastic rules. He didn’t show up at the session and dismissed the verdict, urging his backers to come to defend the Sredneuralsk women’s monastery where he has holed up since last month.In Friday’s video posted by his supporters, Father Sergiy denounced President Vladimir Putin as a “traitor to the Motherland” serving a Satanic “world government” and dismissed Russian Orthodox Church Patriarch Kirill and other top clerics as “heretics” who must be “thrown out.”Putin’s spokesman Dmitry Peskov said the Kremlin wasn’t following developments regarding the rebel monk.  When contagion engulfed Russia, Father Sergiy declared the coronavirus non-existent and denounced government efforts to stem the outbreak as “Satan’s electronic camp.” The monk has described the vaccines being developed against COVID-19 as part of a global plot to control the masses via chips.He urged believers to disobey the closure of churches during the nationwide lockdown. Orthodox churches across Russia were closed on April 13 amid a quick rise in COVID-19 cases and were allowed to reopen in early June as authorities eased restrictions.The church banned the monk from ministry in April, but he has continued preaching and last month took charge of the monastery outside Yekaterinburg that he had founded years ago. Dozens of burly volunteers, including veterans of the separatist conflict in eastern Ukraine, helped enforce his rules, while the prioress and several nuns have left.The police visited the monastery last month a day after Father Sergiy took over, but found no violations of public order. Facing stiff resistance by his supporters, church officials have appeared indecisive, lacking the means to enforce their ruling and evict the rebellious monk by force. 

Appeals Court Deals 2nd Blow to Trump Asylum Policy 

A federal appeals court on Monday blocked a key U.S. policy to deny asylum to anyone who passes through another country without first seeking protection there, dealing it a second blow in less than a week. The 9th U.S. Circuit Court of Appeals ruling has no immediate impact because a judge appointed by President Donald Trump in Washington last week knocked down the policy on procedural grounds. The three-judge appeals panel in San Francisco found procedural errors as well as substantive reasons to block the policy while litigation continues. The panel said it does “virtually nothing” to prevent asylum-seekers from being sent to unsafe countries, a violation of international treaty obligations. The impact is also lessened by a pandemic-related measure imposed in March to quickly expel asylum-seekers. In May, the administration extended it indefinitely, relying on a little-known public health law to prevent the spread of disease.  The Justice and Homeland Security departments didn’t immediately respond to requests for comment late Monday. In response to last week’s decision, Homeland Security said it strongly disagreed and was considering options. The Supreme Court is unlikely to hear arguments before January if it takes the case.  The lawsuit was filed by the American Civil Liberties Union, Center for Constitutional Rights and Southern Poverty Law Center on behalf of immigrant advocacy and service groups. “The court recognized the grave danger facing asylum seekers and blocked the Trump administration’s attempt to make an end-run around asylum protections enacted by Congress,” said ACLU attorney Lee Gelernt. Judge William Fletcher, an appointee of President Bill Clinton, wrote the opinion. He was joined by Judge Richard Clifton, an appointee of George W. Bush, and Eric Miller, a Trump appointee who said the ruling should be much narrower in scope. 

Novavax Awarded $1.6 Billion to Develop US COVID-19 Vaccine

The U.S. government has awarded a $1.6 billion contract to Novavax, Inc. to develop a coronavirus vaccine.The award to the Maryland-based company is the largest to date from the government’s “Operation Warp Speed” initiative to fast-track the development of vaccines and other treatments for COVID-19.

UN Drone Strike Report Calls US Attack on Iranian General ‘Arbitrary Killing’

As part of a new report on targeted killings using drones, a U.N. human rights investigator says a January U.S. strike that killed top Iranian General Qassem Soleimani was an “arbitrary killing,” and that Iran’s retaliatory missile attack was not justified. “No evidence has been provided that General Soleimani specifically was planning an imminent attack against U.S. interests, particularly in Iraq, for which immediate action was necessary and would have been justified,” said Agnes Callamard, special rapporteur on extrajudicial, summary or arbitrary executions, in her report to the U.N. Human Rights Council. The strike took place as Soleimani’s convoy was leaving the airport in Baghdad, and it also killed a senior Iraqi military official and four members of Iraq’s Popular Mobilization Forces. The United States said in a report to the U.N. Security Council that its forces carried out the strike in self-defense “in response to an escalating series of armed attacks in recent months” by Iran. But Callamard said the U.S. explanation “fails to describe even one ongoing attack” and that U.S. officials were “remarkably vague and inconsequential as far as a possible imminent threat is concerned.” U.S. Secretary of State Mike Pompeo said days after the strike that Soleimani had planned a “broad, large-scale attack against American interests, and those attacks were imminent.” Callamard said because the attack was carried out without Iraq’s consent, it amounted to a violation of the country’s sovereignty. “What is most telling is the failure of the U.S. to even address the rights of Iraq and explain, and provide evidence for, its use of force against the country and its citizens,” she wrote.  “Until such an explanation is made, the conclusion must be that the strike is an act of aggression against Iraq, and the killing of its citizens and of non-citizens on its territory was unlawful and arbitrary under international law.” Callamard is due to go before the Human Rights Council to present her findings on Thursday.  The United States withdrew from the council in 2018. Iran responded to Soleimani’s killing by launching missiles at two Iraqi bases housing U.S. service members.  That attack injured more than 100 U.S. military personnel. As with the U.S. strike, Callamard cited Iran’s filing to the Security Council in which it claimed to have acted in self-defense. She said Iran “made no reference to an imminent or ongoing armed attack by the U.S.” and that the strike against Soleimani “did not justify Iran’s subsequent actions.” Callamard expressed concerns more broadly about the use of drones possessed by dozens of countries and that “the vast majority of targeted killings by drones are subjected to little public scrutiny at either national or international levels.” She said “mistakes are inevitable” in identifying and accurately striking intended targets, and that even when missiles hit their target, “the evidence shows that frequently many more people die.”  Callamard writes that those casualties may amount to violations of international humanitarian law. She calls for the United Nations and member countries to develop strong standards for transparency, oversight and accountability, to use arms control measures to control the proliferation of drones around the world, and to investigate allegations of unlawful deaths in drone strikes. Callamard also suggested the Office of the U.N. High Commissioner for Human Rights produce a yearly report that tracks drone strikes and casualties for members to debate at the Human Rights Council. 

Asian Markets Retreat Tuesday

One day after making huge gains, Asian markets took a mostly negative turn Tuesday. The benchmark Nikkei index in Tokyo closed the day’s trading down 0.4%. The Hang Seng in Hong Kong was down 0.6% in late afternoon trading, while the Shanghai Composite was up 1.2%.   The S&P/ASX index in Sydney was virtually unchanged percentage wise.  Seoul’s KOSPI index was down 0.9% and the TSEC index in Taiwan was 0.2% lower, while in late afternoon trading, the Sensex in Mumbai was down 0.3%. Oil markets are also on a downward path Tuesday.  U.S. crude oil was trading at $40.15 per barrel, down 1.1%, while Brent crude was also down 1.1%, trading at $42.62 per barrel. All three major U.S. indexes are trending downward in futures trading.

Facebook, Others Block Requests on Hong Kong User Data

Social media platforms and messaging apps including Facebook, WhatsApp, Telegram, Google and Twitter will deny law enforcement requests for user data in Hong Kong as they assess the effect of a new national security law enacted last week.Facebook and its messaging app WhatsApp said in separate statements Monday that they would freeze the review of government requests for user data in Hong Kong, “pending further assessment of the National Security Law, including formal human rights due diligence and consultations with international human rights experts.”The policy changes follow the rollout last week of laws that prohibit what Beijing views as secessionist, subversive or terrorist activities, as well as foreign intervention in the city’s internal affairs. The legislation criminalizes some pro-democracy slogans like the widely used “Liberate Hong Kong, revolution of our time,” which the Hong Kong government has deemed has separatist connotations.The fear is that the new law erodes the freedoms of the semi-autonomous city, which operates under a “one country, two systems” framework after Britain handed it over to China in 1997. That framework gives Hong Kong and its people freedoms not found in mainland China, such as unrestricted internet access.Spokesman Mike Ravdonikas said Monday that Telegram understands “the importance of protecting the right to privacy of our Hong Kong users.” Telegram has been used broadly to spread pro-democracy messages and information about the protests in Hong Kong.”Telegram has never shared any data with the Hong Kong authorities in the past and does not intend to process any data requests related to its Hong Kong users until an international consensus is reached in relation to the ongoing political changes in the city,” he said.Twitter also paused all data and information requests from Hong Kong authorities after the law went into effect last week, the company said. It is reviewing the national security law to assess its implications.”Like many public interest organizations, civil society leaders and entities, and industry peers, we have grave concerns regarding both the developing process and the full intention of this law,” the company said in a statement.Twitter emphasized that it was “committed to protecting the people using our service and their freedom of expression.” Likewise, Google said in a statement that it too had “paused production on any new data requests from Hong Kong authorities” and will continue reviewing details of the new law.Social platforms such as Facebook, Instagram, Twitter, and WhatsApp have operated freely in Hong Kong, while they are blocked in the mainland under China’s “Great Firewall.” Though social platforms have yet to be blocked in Hong Kong, users have begun scrubbing their accounts and deleting pro-democracy posts out of fear of retribution. That retreat has extended to the streets of Hong Kong as well. Many of the shops and stores that publicly stood in solidarity with protesters have removed the pro-democracy sticky notes and artwork that adorned their walls. Hong Kong’s government late Monday issued implementation rules of Article 43 of the national security law, which give the city’s police force sweeping powers in enforcing the legislation and come into effect Tuesday.Under the rules, platforms and publishers, as well as internet service providers, may be ordered to take down electronic messages published that are “likely to constitute an offence endangering national security or is likely to cause the occurrence of an offence endangering national security.”Service providers who do not comply with such requests could face fines of up to 100,000 Hong Kong dollars ($12,903) and receive jail terms of six months.
