Celebs Tout Ice Baths, But Science on Benefits Is Lukewarm

The coolest thing on social media these days may be celebrities and regular folks plunging into frigid water or taking ice baths.

The touted benefits include improved mood, more energy, weight loss and reduced inflammation, but the science supporting some of those claims is lukewarm.

Kim Kardashian posted her foray on Instagram. Harry Styles has tweeted about his dips. Kristen Bell says her plunges are “brutal” but mentally uplifting. And Lizzo claims ice plunges reduce inflammation and make her body feel better.

Here’s what medical evidence, experts and fans say about the practice, which dates back centuries.

The mind

You might call Dan O’Conor an amateur authority on cold water immersion. Since June 2020, the 55-year-old Chicago man has plunged into Lake Michigan almost daily, including on frigid winter mornings when he has to shovel through the ice.

“The endorphin rush … is an incredible way to wake up and just kind of shock the body and get the engine going,” O’Conor said on a recent morning when the air temperature was a frosty 23 degrees (minus-5 Celsius). Endorphins are “feel good” hormones released in response to pain, stress, exercise and other activities.

With the lake temperature 34 degrees (1 Celsius), the bare-chested O’Conor did a running jump from the snow-covered shore to launch a forward flip into the icy gray water.

His first plunge came early in the pandemic, when he went on a bourbon bender and his annoyed wife told him to “go jump in the lake.” The water felt good that June day. The world was in a coronavirus funk, O’Conor says, and that made him want to continue. As the water grew colder with the seasons, the psychological effect was even greater, he said.

“My mental health is a lot stronger, a lot brighter. I found some Zen down here coming down and jumping into the lake and shocking that body,” O’Conor said.

Dr. Will Cronenwett, chief of psychiatry at Northwestern University’s Feinberg medical school, tried cold-water immersion once, years ago while visiting Scandinavian friends on a Baltic island. After a sauna, he jumped into the ice-cold water for a few minutes and had what he called an intense and invigorating experience.

“It felt like I was being stabbed with hundreds of millions of really small electrical needles,” he said. “I felt like I was strong and powerful and could do anything.”

But Cronenwett says studying cold water immersion with a gold-standard randomized controlled trial is challenging because devising a placebo for cold plunges could be difficult.

There are a few theories on how it affects the psyche.

Cronenwett says cold water immersion stimulates the part of the nervous system that controls the resting or relaxation state. That may enhance feelings of well-being.

It also stimulates the part of the nervous system that regulates fight-or-flight stress response. Doing it on a regular basis may dampen that response, which could in turn help people feel better able to handle other stresses in their lives, although that is not proven, he said.

“You have to conquer your own trepidation. You have to muster the courage to do it,” he said. “And when you finally do it, you feel like you’ve accomplished something meaningful. You’ve achieved a goal.”

Czech researchers found that cold water plunging can increase blood concentrations of dopamine — another so-called happy hormone made in the brain — by 250%. High amounts have been linked with paranoia and aggression, noted physiologist James Mercer, a professor emeritus at the Arctic University of Norway who co-authored a recent scientific review of cold water immersion studies.

The heart

Cold water immersion raises blood pressure and increases stress on the heart. Studies have shown this is safe for healthy people and the effects are only temporary.

But it can be dangerous for people with heart trouble, sometimes leading to life-threatening irregular heartbeats, Cronenwett said. People with heart conditions or a family history of early heart disease should consult a physician before plunging, he said.

Metabolism

Repeated cold-water immersions during winter months have been shown to improve how the body responds to insulin, a hormone that controls blood sugar levels, Mercer noted. This might help reduce risks for diabetes or keep the disease under better control in people already affected, although more studies are needed to prove that.

Cold water immersion also activates brown fat — tissue that helps keep the body warm and helps it control blood sugar and insulin levels. It also helps the body burn calories, which has prompted research into whether cold water immersion is an effective way to lose weight. The evidence so far is inconclusive.

Immune system

Anecdotal research suggests that people who routinely swim in chilly water get fewer colds, and there’s evidence that it can increase levels of certain white blood cells and other infection-fighting substances. Whether an occasional dunk in ice water can produce the same effect is unclear.

Among the biggest unanswered questions: How cold does water have to be to achieve any health benefits? And will a quick dunk have the same effect as a long swim?

“There is no answer to ‘the colder the better,'” Mercer said. “Also, it depends on the type of response you are looking at. For example, some occur very quickly, like changes in blood pressure. … Others, such as the formation of brown fat, take much longer.”

O’Conor plunges year-round, but he says winter dunks are the best for “mental clarity,” even if they sometimes last only 30 seconds.

On those icy mornings, he is “blocking everything else out and knowing that I got to get in the water, and then more importantly, get out of the water.”

SpaceX Ignites Giant Starship Rocket in Crucial Pad Test

SpaceX is a big step closer to sending its giant Starship spacecraft into orbit, completing an engine-firing test at the launch pad on Thursday.

Thirty-one of the 33 first-stage booster engines ignited simultaneously for about 10 seconds in south Texas. The team turned off one engine before sending the firing command and another engine shut down _ “but still enough engines to reach orbit!” tweeted SpaceX’s Elon Musk.

Musk estimates Starship’s first orbital test flight could occur as soon as March, if the test analyses and remaining preparations go well.

The booster remained anchored to the pad as planned during the test. There were no signs of major damage to the launch tower.

NASA is counting on Starship to ferry astronauts to the surface of the moon in a few years, linking up with its Orion capsule in lunar orbit. Further down the road, Musk wants to use the mammoth Starships to send crowds to Mars.

Only the first-stage Super Heavy booster, standing 230 feet (69 meters) tall, was used for Thursday’s test. The futuristic second stage _ the part that will actually land on the moon and Mars _ was in the hangar being prepped for flight.

Altogether, Starship towers 394 feet (120 meters), making it the biggest and most powerful rocket ever built. It’s capable of generating 17 million pounds of liftoff thrust, almost double that of NASA’s moon rocket that sent an empty capsule to the moon and back late last year.

SpaceX fired up to 14 Starship engines last fall and completed a fueling test at the pad last month.

Flocks of birds scattered as Starship’s engines came alive and sent thick dark plumes of smoke across the Starship launch complex, dubbed Starbase. It’s located at the southernmost tip of Texas near the village of Boca Chica, close to the Mexican border.

Pakistan’s Key Financial Bailout Talks with IMF Remain Inconclusive

Pakistan and the International Monetary Fund have held days of talks on reviving a stalled $6.5 billion bailout program but have failed to reach a deal to help prevent a looming default facing the South Asian nation.

The 10-day talks with the IMF delegation were “extensive” and “concluded successfully” before the visitors left the country early Friday, Finance Minister Ishaq Dar told a hurriedly convened news conference in the Pakistani capital, Islamabad.

Dar said his team will hold a virtual meeting with the IMF Monday after reviewing a draft memorandum on broadly agreed-to policies the IMF mission shared with his government.

An IMF statement described the talks with Pakistani officials as constructive and said “considerable progress” had been made.

However, it stressed “this mission will not result in a board discussion,” a meeting that would lead to the release of a $1.1 billion tranche critical to supporting the country’s crisis-hit $350 billion economy.

The tranche was initially expected to be disbursed in December as part of the $6.5 billion bailout package Pakistan signed with the IMF in 2019. The program is due to end in June.

The IMF must reach a staff-level agreement with Islamabad, which then requires approval by the agency’s Washington headquarters before the funds are released.

“Virtual discussions will continue in the coming days to finalize the implementation details of these policies,” the IMF said in its post-visit statement. It went on to stress the “timely and decisive” implementation of the policies was crucial for Pakistan to “successfully regain macroeconomic stability and advance its sustainable development.”

Economic experts see the IMF deal as key to preventing Pakistan from defaulting on external payment obligations and paving the way for other global lenders, including the World Bank and foreign governments, such as those of Saudi Arabia and China, to release funds.

Last year’s unprecedented summer flooding has fueled Pakistan’s economic troubles, stemming mainly from lingering political turmoil and security challenges in the wake of rising insurgent attacks.

Inflation has been raging at historic levels, the rupee has lost more than 35% against the U.S. dollar, and central bank foreign exchange reserves dipped to less than $3 billion this week — the lowest in a decade. The depleting dollar reserves have forced the government to place restrictions on imports, causing a severe industrial decline in Pakistan.

The IMF has been pushing the nuclear-armed country to broaden its low tax base, do away with tax exemptions for the export sector, and raise low gasoline, power, and natural gas prices.

The reforms would likely increase inflation to new record levels if Pakistan eventually secures the staff-level agreement with the IMF, according to experts.

US Senate Panel Questions Southwest Airlines about Holiday Failures  

Southwest Airlines executives and union officials are appearing before the U.S. Senate Commerce Committee Thursday to explain the cancellation of 16,700 flights last December in the middle of the holiday traveling season.

In a statement to the media ahead of his testimony, Southwest Airlines Chief Operating Officer Andrew Watterson took full responsibility for the failures that left more than 1 million passengers stranded in airports around the United States.

“We messed up. We own that,” he said, and pledged to take steps to ensure there will not be a repeat in the future.

Casey Murray, president of the Southwest Airlines Pilots Association (SWAPA), is also scheduled to testify at Thursday’s hearing. In a statement, he blamed the airline’s outdated scheduling technology and operational processes.

Murray said the airline ignored warnings about the system for years and said SWAPA predicted the holiday meltdown a month before it happened.

In a statement ahead of the hearing, Senator Maria Cantwell, chairwoman of the Senate Commerce Committee, said she was eager to hear the pilot’s testimony on how the debacle could have been avoided if the airline had acted sooner. She said the committee will be considering how to strengthen protections for consumers.

Several US Universities to Experiment With Micro Nuclear Power 

If your image of nuclear power is giant, cylindrical concrete cooling towers pouring out steam on a site that takes up hundreds of acres of land, soon there will be an alternative: tiny nuclear reactors that produce only one-hundredth the electricity and can even be delivered on a truck.

Small but meaningful amounts of electricity — nearly enough to run a small campus, a hospital or a military complex, for example — will pulse from a new generation of micronuclear reactors. Now, some universities are taking interest.

“What we see is these advanced reactor technologies having a real future in decarbonizing the energy landscape in the U.S. and around the world,” said Caleb Brooks, a nuclear engineering professor at the University of Illinois at Urbana-Champaign.

The tiny reactors carry some of the same challenges as large-scale nuclear, such as how to dispose of radioactive waste and how to make sure they are secure. Supporters say those issues can be managed and the benefits outweigh any risks.

Universities are interested in the technology not just to power their buildings but to see how far it can go in replacing the coal and gas-fired energy that causes climate change. The University of Illinois hopes to advance the technology as part of a clean energy future, Brooks said. The school plans to apply for a construction permit for a high-temperature, gas-cooled reactor developed by the Ultra Safe Nuclear Corporation, and aims to start operating it by early 2028. Brooks is the project lead.

Microreactors will be “transformative” because they can be built in factories and hooked up on site in a plug-and-play way, said Jacopo Buongiorno, professor of nuclear science and engineering at the Massachusetts Institute of Technology. Buongiorno studies the role of nuclear energy in a clean energy world.

“That’s what we want to see, nuclear energy on demand as a product, not as a big mega project,” he said.

Both Buongiorno and Marc Nichol, senior director for new reactors at the Nuclear Energy Institute, view the interest by schools as the start of a trend.

Last year, Penn State University signed a memorandum of understanding with Westinghouse to collaborate on microreactor technology. Mike Shaqqo, the company’s senior vice president for advanced reactor programs, said universities are going to be “one of our key early adopters for this technology.”

Penn State wants to prove the technology so that Appalachian industries, such as steel and cement manufacturers, may be able to use it, said Professor Jean Paul Allain, head of the nuclear engineering department. Those two industries tend to burn dirty fuels and have very high emissions. Using a microreactor also could be one of several options to help the university use less natural gas and achieve its long-term carbon emissions goals, he said.

“I do feel that microreactors can be a game-changer and revolutionize the way we think about energy,” Allain said.

For Allain, microreactors can complement renewable energy by providing a large amount of power without taking up much land. A 10-megawatt microreactor could go on less than an acre, whereas windmills or a solar farm would need far more space to produce 10 megawatts, he added. The goal is to have one at Penn State by the end of the decade.

Purdue University in Indiana is working with Duke Energy on the feasibility of using advanced nuclear energy to meet its long-term energy needs.

Nuclear reactors that are used for research are nothing new on campus. About two dozen U.S. universities have them. But using them as an energy source is new.

Back at the University of Illinois, Brooks explains the microreactor would generate heat to make steam. While the excess heat from burning coal and gas to make electricity is often wasted, Brooks sees the steam production from the nuclear microreactor as a plus, because it’s a carbon-free way to deliver steam through the campus district heating system to radiators in buildings, a common heating method for large facilities in the Midwest and Northeast. The campus has hundreds of buildings.

The 10-megawatt microreactor wouldn’t meet all of the demand, but it would serve to demonstrate the technology, as other communities and campuses look to transition away from fossil fuels, Brooks said.

One company that is building microreactors that the public can get a look at today is Last Energy, based in Washington, D.C. It built a model reactor in Brookshire, Texas that’s housed in an edgy cube covered in reflective metal.

Now it’s taking that apart to test how to transport the unit. A caravan of trucks is taking it to Austin, where company founder Bret Kugelmass is scheduled to speak at the South by Southwest conference and festival.

Kugelmass, a technology entrepreneur and mechanical engineer, is talking with some universities, but his primary focus is on industrial customers. He’s working with licensing authorities in the United Kingdom, Poland and Romania to try to get his first reactor running in Europe in 2025.

The urgency of the climate crisis means zero-carbon nuclear energy must be scaled up soon, he said.

“It has to be a small, manufactured product as opposed to a large, bespoke construction project,” he said.

Traditional nuclear power costs billions of dollars. An example is two additional reactors at a plant in Georgia that will end up costing more than $30 billion.

The total cost of Last Energy’s microreactor, including module fabrication, assembly and site prep work, is under $100 million, the company says.

Westinghouse, which has been a mainstay of the nuclear industry for over 70 years, is developing its “eVinci” microreactor, Shaqqo said, and is aiming to get the technology licensed by 2027.

The Department of Defense is working on a microreactor too. Project Pele is a DOD prototype mobile nuclear reactor under design at the Idaho National Laboratory.

Abilene Christian University in Texas is leading a group of three other universities with the company Natura Resources to design and build a research microreactor cooled by molten salt to allow for high temperature operations at low pressure, in part to help train the next generation nuclear workforce.

But not everyone shares the enthusiasm. Edwin Lyman, director of nuclear power safety at the Union of Concerned Scientists, called it “completely unjustified.”

Microreactors in general will require much more uranium to be mined and enriched per unit of electricity generated than conventional reactors do, he said. He said he also expects fuel costs to be substantially higher and that more depleted uranium waste could be generated compared to conventional reactors.

“I think those who are hoping that microreactors are going to be the silver bullet for solving the climate change crisis are simply betting on the wrong horse,” he said.

Lyman also said he fears microreactors could be targeted for a terrorist attack, and some designs would use fuels that could be attractive to terrorists seeking to build crude nuclear weapons. The UCS does not oppose using nuclear power, but wants to make sure it’s safe.

The United States does not have a national storage facility for storing spent nuclear fuel and it’s piling up. Microreactors would only compound the problem and spread the radioactive waste around, Lyman said.

A 2022 Stanford-led study found that smaller modular reactors — the next size up from micro — will generate more waste than conventional reactors. Lead author Lindsay Krall said this week that the design of microreactors would make them subject to the same issue.

Kugelmass sees only promise. Nuclear, he said, has been “totally misunderstood and under leveraged.” It will be “the key pillar of our energy transformation moving forward.”

Australian Defense Department to Remove Chinese-Made Cameras

Australia’s Defense Department will remove surveillance cameras made by Chinese Communist Party-linked companies from its buildings, the government said Thursday after the U.S. and Britain made similar moves.

The Australian newspaper reported Thursday that at least 913 cameras, intercoms, electronic entry systems and video recorders developed and manufactured by Chinese companies Hikvision and Dahua are in Australian government and agency offices, including the Defense Department and the Department of Foreign Affairs and Trade.

Hikvision and Dahua are partly owned by China’s Communist Party-ruled government.

Australian Defense Minister Richard Marles said his department is assessing all its surveillance technology.

“Where those particular cameras are found, they’re going to be removed,” Marles told Australian Broadcasting Corp. “There is an issue here and we’re going to deal with it.”

Asked about Australia’s decision, Chinese Foreign Ministry spokesperson Mao Ning criticized what she called “wrongful practices that overstretch the concept of national security and abuse state power to suppress and discriminate against Chinese enterprises.”

Without mentioning Australia by name, Mao said the Chinese government has “always encouraged Chinese enterprises to carry out foreign investment and cooperation in accordance with market principles and international rules, and on the basis of compliance with local laws.”

“We hope Australia will provide a fair and non-discriminatory environment for the normal operation of Chinese enterprises and do more things that are conducive to mutual trust and cooperation between the two sides,” she told reporters at a daily briefing.

The U.S. government said in November it was banning telecommunications and video surveillance equipment from several prominent Chinese brands including Hikvision and Dahua in an effort to protect the nation’s communications network.

Security cameras made by Hikvision were also banned from British government buildings in November.

An audit in Australia found that Hikvision and Dahua cameras and security equipment were found in almost every department except the Agriculture Department and the Department of Prime Minister and Cabinet.

The Australian War Memorial and National Disability Insurance Agency have said they will remove the Chinese cameras found at their sites, the ABC reported.

Opposition cybersecurity spokesperson James Paterson said he had prompted the audit by asking questions over six months of each federal agency, after the Home Affairs Department was unable to say how many of the cameras, access control systems and intercoms were installed in government buildings.

“We urgently need a plan from the … government to rip every one of these devices out of Australian government departments and agencies,” Paterson said.

Both companies are subject to China’s National Intelligence Law which requires them to cooperate with Chinese intelligence agencies, he said.

“We would have no way of knowing if the sensitive information, images and audio collected by these devices are secretly being sent back to China against the interests of Australian citizens,” Paterson said.

Sudan’s Tropical Disease Spike Reflects Poor Health System

The two Sudanese women thought they had malaria and were taking their medication, but things took a dire turn. Both complained of a splitting headache and fever that didn’t respond to the antimalaria treatment.

By the time she was diagnosed with dengue fever, Raqiya Abdsalam was unconscious.

“Soon after they examined me, I fell into a coma,” she said, recounting her ordeal some three months ago. Both women have since recovered and are at home in the city of El Obeid in the central province of North Kordofan.

For decades, Sudan’s underfunded public health sector has struggled to effectively diagnose or treat patients as significant government spending went to its vast security services. A recent spike in mosquito-borne diseases — such as dengue fever and malaria — has underscored the fragility of the African country’s health system, boding ill for future challenges driven by climate change.

Sudan’s best-equipped hospitals are concentrated in the capital, Khartoum, leaving those from far-flung provinces reliant on aid projects. But many of those have disappeared.

In October 2021, Sudan’s leading military figure, Gen. Abdel-Fattah Burhan, led a coup that derailed the country’s short-lived democratic transition. The move spurred a sharp reduction in aid, with the U.N Office for the Coordination of Humanitarian Affairs reporting that funding levels fell to less than 50% of required needs for both 2021 and 2022.

Burhan with his ruling generals and several other political forces pledged in December to install a new civilian government. But political wrangling is impeding a final deal, and it remains unclear when — and if — donor funding will return to previous levels.

In late fall, a young doctor at a North Kordofan hospital thought that what she was seeing was a new malaria outbreak. Patients arriving at her hospital had malaria-like symptoms — high fever, body fatigue and a migraine-like headache.

But after blood samples were sent to a laboratory in Khartoum for testing, a worrisome picture emerged. Some of the patients did have malaria, which is caused by a parasite, but others had dengue fever — similar in symptoms but caused by a virus. If severe and untreated, dengue fever can lead to organ failure and death.

The young physician said the hospital lacked the facilities to deal with the outbreak. “Patients had to either lie on the floor or bring their own beds to the hospital,’’ she said.

While malaria is common across central and southern Sudan, large dengue outbreaks are rare. But last fall and winter, dengue fever spread to 12 of the country’s 18 provinces, killing at least 36 people and infecting more than 5,200, according to Sudan’s Ministry of Health. However, the actual numbers are likely higher, given the limitations on testing.

‘‘Most hospitals outside of Khartoum are not connected to the Ministry of Health database,’’ said Alaaeldin Awad Mohamed Nogoud, a liver and transplant surgeon who is also a prominent pro-democracy activist.

The World Health Organization says several factors enabled the dengue outbreak, including the absence of disease surveillance infrastructure and heavy flooding in autumn. The stagnant water allowed mosquitoes to breed and fueled the spread of the disease.

Health experts also fear that growing mosquito migration, induced by climate change, could spur new surges in dengue fever, among other tropical diseases typically found beyond Sudan’s southern borders. The Aedes aegypti, a long-legged mosquito growing in number across Sudan that can carry the dengue virus, is causing particular concern.

According to Anne Wilson, an epidemiologist at the Liverpool School of Tropical Medicine, containing illnesses spread by the Aedes aegypti is difficult because it mostly bites during the day, rendering insecticide-treated nets, similar to mosquito nets for beds, less effective.

Sudan’s public hospitals are state-run, but patients often still pay for drugs and tests. Hospitals in rural areas are the most depleted, stocked with little more than metal-frame beds and doctors.

In North Kordofan — the site of the recent dengue outbreak — some believe the virus went unchecked for months due to a widespread lack of blood testing equipment. Abdsalam and Amany Adris, the two women from El Obeid, said several doctors had told them they had malaria before they were correctly diagnosed.

After the Ministry of Health officially recognized the outbreak in November, officials say free testing and treatment were made available to dengue fever patients. And by January, North Kordofan was declared free of dengue fever.

But even after that announcement, the young doctor from the province said she was treating suspected cases. Few patients can afford to pay for the blood tests themselves, however, she added.

Both Nogoud and the young physician said widespread shortages are forcing physicians to go to black market for basic medicines, such as paracetamol IV drips to treat fever.

For years, Sudan has been in an economic crisis with annual inflation topping 100% on most months. Since 2018, the Sudanese pound has lost over 95% of its value against the dollar, making it difficult to buy pharmaceuticals or medical equipment from abroad.

By the end of last year, Sudan’s National Medical Supplies Fund — the body tasked with procuring pharmaceuticals — said the availability of cancer drugs stood at 48% of needed levels, and other emergency medication was at 68%. Doctors, working with little pay and in difficult conditions, have regularly gone on strike.

Critics accuse the country’s leaders of not putting more funds towards the health sector. The federal budget for 2021, listed on the government’s website, said the country’s health ministry would receive less than half of what would be allocated to the Sudanese Armed Forces and the Rapid Support Forces, the country’s largest paramilitary group. The military spokesperson did not respond to AP’s request for comment.

With few resources, the Health Ministry has turned to short videos on social media, encouraging people in a catchy song to cover standing water sources and install netting on windows.

Few see this as a long-term solution.

“The whole country is in a state of chaos,” said Nada Fadul, an infectious diseases physician and associate of the Sudanese non-governmental organization NexGen.

“Health care might not become the priority for survival,” Fadul added.

US Students’ ‘Big Idea’ Could Help NASA Explore the Moon

Last November, Northeastern University student Andre Neto Caetano watched the live, late-night launch of NASA’s Artemis 1 from Kennedy Space Center in Florida on a cellphone placed on top of a piano in the lobby of the hotel where he was staying in California.

“I had, not a flashback, but a flash-forward of seeing maybe Artemis 4 or something, and COBRA, as part of the payload, and it is on the moon doing what it was meant to do,” Caetano told VOA during a recent Skype interview.

Artemis 1 launched the night before Caetano and his team of scholars presented their Crater Observing Bio-inspired Rolling Articulator (COBRA) rover project at NASA’s Breakthrough, Innovative, and Game Changing (BIG) Idea Challenge. The team hoped to impress judges assembled in the remote California desert.

“They were skeptical that the mobility solutions that we were proposing would actually work,” he said.

That skepticism, said Caetano, came from the simplicity of their design.

“It’s a robot that moves like a snake, and then the head and the tail connect, and then it rolls,” he said.

NASA’s BIG Idea Challenge prompted teams of college students to compete to develop solutions for the agency’s ambitious goals in the upcoming Artemis missions to the moon, which Caetano explains are “extreme lunar terrain mobility.”

Northeastern’s COBRA is designed to move through the fine dust, or regolith, of the lunar surface to probe the landscape for interesting features, including ice and water, hidden in the shadows of deep craters.

“They never could … deploy a robot or a ground vehicle that can sort of negotiate the environment and get to the bottom of these craters and look for ice water content,” said professor Alireza Ramezani, who advises the COBRA team and has worked with robotic designs that mimic the movements of real organisms, something Caetano said formed a baseline for their research.

“With him building a robot dog and robot bat, we knew we wanted to have some ‘bioinspiration’ in our project,” Caetano said.

Using biology as the driving force behind COBRA’s design was also something Ramezani hoped would win over judges in NASA’s competition.

“Our robot sort of tumbled 80 to 90 feet (24-27 meters) down this hill and that … impressed the judges,” he told VOA. “We did this with minimum energy consumption and within, like, 10 or 15 seconds.”

Caetano said COBRA weighs about 7 kilograms, “so the fact that COBRA is super light brings a benefit to it, as well.”

Ramezani added that COBRA is also cost-effective.

“If you want to have a space-worthy platform, it’s going to be in the order of $100,000 to $200,000. You can have many of these systems tumbling down these craters,” he said.

The Northeastern team’s successful COBRA test put to rest any lingering skepticism, sending them to the top of NASA’s 2022 BIG Idea competition and hopefully — in the not-too-distant future — to the top of NASA’s Space Launch System on its way to the moon.

“I’m not saying this, our judges said this. It’s potentially going to transform the way future space exploration systems look like,” said Ramezani. “They are even talking to some of our partners to see if we can increase technology readiness of the system, make it space worthy, and deploy it to the moon.”

Which is why, despite his impending graduation later this year, Caetano plans to continue developing COBRA alongside his teammates.

“Because we brought it to life together, the idea of just fully abandoning it at graduation probably doesn’t appeal to most of us,” Caetano said. “In some way or another, we still want to be involved in the project, in making sure that … we are still the ones who put it on the moon at some point.”

That could happen as soon as 2025, the year NASA hopes to return astronauts to the lunar surface in the Artemis program.

US Two-Way Trade Rose in 2022, New Data Show

The United States’ two-way trade with other nations spiked in 2022, new federal data show, including trade with China despite increasing friction between the world’s two largest economies.

Even while posting record-high exports to 73 countries in 2022, the U.S. still ran a trade deficit of $1.19 trillion, up $101 billion from 2021, the U.S. Commerce Department said this week. The deficit reflected the fact that the U.S. also recorded record-high imports from 90 countries.

U.S. imports from China reached $537 billion in 2022 compared with $505 billion the previous year. The U.S. sold a record-high $154 billion in exports to the Chinese market, up slightly from $151 billion the previous year. The net trade deficit with China for 2022 was $383 billion.

The data, released Tuesday, came out just hours before U.S. President Joe Biden delivered the State of the Union address in which he promised to boost domestic manufacturing, to use only U.S.-made materials for a spate of infrastructure projects, and to remain focused on “winning the competition” against China.

However, what “winning” looks like may be difficult to determine.

Politics versus reality

Relations between the U.S. and China worsened during the past week, after Biden ordered the U.S. military to shoot down what intelligence officials said was a Chinese espionage balloon that had floated across the U.S. Prior to the shoot-down, U.S. Secretary of State Antony Blinken canceled a scheduled trip to Beijing.

The balloon incident followed months of rising tensions and calls from many U.S. officials for a “decoupling” of the Chinese and U.S. economies and “reshoring” of key manufacturing to the U.S. But while the Biden administration may be able to use preferential purchasing treatment to shut Chinese construction materials and other goods out of U.S. infrastructure projects, experts said there is little evidence of broader separation between the U.S. and Chinese economies.

“Regardless of the political rhetoric, which is tending towards a kind of rigid and suspicious environment between China and the United States, the practical moves on the ground from a business and commerce perspective show that there is a deep and sustained connection between the Chinese and U.S. economies,” Claire Reade, a senior counsel with the law firm Arnold & Porter and former assistant U.S. trade representative for China affairs, told VOA.

Mark Kennedy, director of the Wilson Center’s Wahba Institute for Strategic Competition, agreed, saying, “There has not been a broad-based decoupling … and many economists are seeing that there really hasn’t been a significant onshoring or reshoring. There are still strong ties, and to break those ties with China would be both difficult and costly.”

Trade as ‘ballast’

Craig Allen, president of the U.S.-China Business Council, told VOA it’s a good sign that trade between the U.S. and China has been persistently strong despite the imposition of tariffs by both sides and the Biden administration’s recent move to block the sale of cutting-edge microprocessors to China.

“Trade has acted as an important ballast in the relationship between Washington and Beijing in the past, and I think it’s still the case,” he said via email. “Competition is surely defining the contours of the relationship at the moment, and we hope that the relationship doesn’t sour any further as a result.”

“I think, to that point, this new data can be a silver lining,” said Allen. “Even though the United States and China are competing with one another, this last year of data and the growth in U.S. exports to China really shows that we can simultaneously maintain a trading relationship that benefits Americans.”

A delicate balance

Reade said the Biden administration, in its effort to privilege American manufacturers over Chinese firms, will face a difficult challenge. Insulating American companies from non-U.S. rivals could make them less able to compete internationally or could lead to tit-for-tat protectionism against U.S. firms.

At the same time, she said, there is strong evidence that many large Chinese firms, including those that manufacture the kinds of goods used in major infrastructure projects, receive favorable treatment from the Chinese government that insulates them from market pressures, unfairly advantaging them over competitors.

“To the extent the competition is not fair competition, it is also legitimate to not allow destructive price undercutting that decimates legitimate industries,” she said.

US economic strength

Looking beyond the U.S.-China relationship, experts said that much of the explanation for the rising trade deficit has to do with the relative strength of the U.S. economy compared with those of many of its trading partners. A strong dollar makes foreign goods and services more affordable for Americans, while making U.S.-made goods and services more expensive overseas.

“The big takeaway is that when you’re running a high-pressure economy, which the U.S. is, you’re going to import a lot of stuff,” Gary Hufbauer, a senior fellow at the Peterson Institute for International Economics, told VOA. “And that’s exactly what has happened. You’ve got the unemployment rate down to 3.4% and two job vacancies for every worker unemployed … that really speaks to just high-pressure demand.”

Although China was the largest source of imports to the U.S. in 2022, Canada and Mexico were the United States’ largest two-way trading partners. The countries share lengthy land borders with the U.S. and participate in a three-way free trade agreement. Total U.S.-Canada trade was $794 billion in 2022, and U.S.-Mexico trade was $779 billion.

After Canada, Mexico and China, Japan was the next largest of the United States’ trading partners, with $229 billion in goods trading hands last year.

The U.S. did $903 billion in two-way trade with the nations of the European Union in 2022, with the largest share, $220 billion, between the U.S. and Germany.

Other large two-way trading partners in 2022 were South Korea at $187 billion; the United Kingdom at $141 billion; Vietnam at $139 billion; Taiwan at $136 billion; and India at $133 billion.

Australia to Review Chinese-Made Cameras in Defense Offices

The Australian government will examine surveillance technology used in offices of the defense department, Defense Minister Richard Marles said Thursday, amid reports the Chinese-made cameras installed there raised security risks.

The move comes after Britain in November asked its departments to stop installing Chinese-linked surveillance cameras at sensitive buildings. Some U.S. states have banned vendors and products from several Chinese technology companies.

“This is an issue and … we’re doing an assessment of all the technology for surveillance within the defense (department) and where those particular cameras are found, they are going to be removed,” Marles told ABC Radio in an interview.

Opposition lawmaker James Paterson said Thursday his own audit revealed almost 1,000 units of equipment by Hangzhou Hikvision Digital Technology and Dahua Technology, two partly state-owned Chinese firms, were installed across more than 250 Australian government offices.

Paterson, the shadow minister for cybersecurity and countering foreign interference, urged the government to urgently come up with a plan to remove all such cameras.

Marles said the issue was significant but “I don’t think we should overstate it.”

Australian media reported on Wednesday that the national war memorial in Canberra would remove several Chinese-made security cameras installed on the premises over concerns of spying.

Hikvision and Dahua Technology did not immediately respond to requests seeking comment.

Australia and China have been looking to mend diplomatic ties, which soured after Canberra in 2018 banned Huawei from its 5G broadband network. That cooled further after Australia called for an independent investigation into the origins of COVID-19.

China responded with tariffs on several Australian commodities.

Prime Minister Anthony Albanese said he was not concerned about how Beijing might react to the removal of cameras.

“We act in accordance with Australia’s national interest. We do so transparently and that’s what we will continue to do,” Albanese told reporters.

COVID Treatment Shows Encouraging Results in Trial, Study Says 

A single-injection antiviral treatment for newly infected COVID-19 patients reduced the risk of hospitalization by half in a large-scale clinical trial, a study published Wednesday said.

Stanford University professor Jeffrey Glenn, co-author of the study published in the New England Journal of Medicine, said the new drug “showed profound benefits for vaccinated and unvaccinated people alike.”

While the number of Americans dying daily of the disease caused by a coronavirus has fallen to about 500, treatments for COVID-19 remain limited. One of the most common — Paxlovid, made by Pfizer — involves taking 30 pills over five days.

The new treatment involves a single dose of pegylated interferon lambda, a synthetic version of a naturally occurring protein that infected cells secrete to defend against viral infection.

“What it does is it binds receptors on the surfaces of cells that activate our own antiviral defense mechanisms,” said Glenn, a professor of medicine, microbiology and immunology who heads the Stanford Biosecurity and Pandemic Preparedness Initiative.

“So if a virus has infected the cell, it will turn on processes that aim to destroy the virus’s replication,” he said. “It will also send signals to neighboring cells to warn them viruses are on their way and get ready to defend yourself.”

Receptors for interferon lambda are primarily in the linings of the lungs, airways and intestine — the main places COVID-19 strikes.

“We’re turning on these antiviral mechanisms in the cells, the lung, where the infection is happening,” Glenn said.

The phase three trial of the drug, conducted from June 2021 to February 2022, involved nearly 2,000 patients with COVID symptoms in Brazil and Canada, about 85 percent of whom had been vaccinated.

A total of 931 newly infected COVID patients were given a single injection of interferon lambda, while 1,018 participants were given a placebo.

The risk of COVID-19–related hospitalization or death from any cause was 47 percent lower in the interferon group than in the placebo group, according to the researchers.

Twenty-five of the 931 people who received the injection within seven days of exhibiting COVID symptoms were hospitalized, compared with 57 of the 1,018 who received the placebo.

Vaccinated patients treated with interferon lambda experienced a 51 percent reduction in hospitalization relative to the placebo group.

There was an 89 percent reduction in hospitalization among unvaccinated patients treated within the first three days of the onset of COVID symptoms compared with the placebo group.

Developed for hepatitis D

Glenn said interferon lambda proved effective against all COVID variants tested, including omicron, and side effects in the group receiving the injections were no greater than among the placebo recipients.

Glenn is the founder of a small biotechnology company called Eiger Biopharmaceuticals that acquired interferon lambda to develop drugs for the hepatitis delta virus.

“When COVID came, I said this would be the perfect drug for COVID,” said Glenn, who left the Palo Alto company but remains on the board of directors and is an equity holder.

Eiger sought an emergency use authorization for interferon lambda from the U.S. Food and Drug Administration for COVID treatment last year, but it was not granted.

That was “very frustrating,” Glenn said, though he was hopeful that publication of the study in the New England Journal of Medicine “will help encourage regulators here and around the world to find a way to get lambda into patients as soon as possible.”

Could a Sprinkle of Moon Dust Keep Earth Cool?

Whether out-of-the-box thinking or a sign of desperation, scientists on Wednesday proposed the regular transport of moon dust to a point between Earth and Sun to temper the ravages of global warming. 

Ideas for filtering solar radiation to keep Earth from overheating have been kicking around for decades, ranging from giant space-based screens to churning out reflective white clouds. 

But the persistent failure to draw down planet-warming greenhouse gas emissions has pushed once-fanciful geoengineering schemes toward center stage in climate policy, investment and research. 

Blocking 1%-2% of the Sun’s rays is all it would take to lower Earth’s surface by a degree or two Celsius, roughly the amount it has warmed over the last century. 

The solar radiation technique with the most traction so far is the 24/7 injection of billions of shiny sulfur particles into the upper atmosphere. 

So-called stratospheric aerosol injection would be cheap, and scientists know it works because major volcanic eruptions basically do the same thing. When Mount Pinatubo in the Philippines blew its top in 1991, it lowered temperatures in the northern hemisphere by about 0.5 Celsius for nearly a year. 

But there are serious potential side-effects, including the disruption of rain patterns upon which millions depend for growing food.  

However, a new study in the peer-reviewed journal PLOS Climate explores the possibility of using moon dust as a solar shield. 

A team of astronomers applied methods used to track planet formation around distant stars — a messy process that kicks up vast quantities of space dust — to Earth’s moon. 

Computer simulations showed that putting lunar dust at a gravitational sweet spot between Earth and Sun “blocked out a lot of sunlight with a little amount of mass,” said lead author Ben Bromley, a professor of physics at the University of Utah. 

‘Balancing marbles’ 

The scientists tested several scenarios involving different particle properties and quantities in different orbits, looking for the one that would throw the most shade. 

Moon dust worked best. The quantities needed, they said, would require the equivalent of a major mining operation on Earth. 

The authors stressed that their study was designed to calculate potential impact, not logistical feasibility. 

“We aren’t experts in climate change or rocket science,” said co-author Benjamin Bromley, a professor at the Harvard-Smithsonian Center for Astrophysics. 

“We were just exploring different kinds of dust on a variety of orbits to see how effective this approach might be,” he added. “We don’t want to miss a game changer for such a critical problem.” 

Experts not involved in the study praised its methodology but doubted whether it would actually work. 

“Placing moon dust at the gravity midpoint between Earth and Sun, can indeed reflect heat,” said University of Edinburgh professor Stuart Haszeldine. 

“But this is like trying to balance marbles on a football — within a week most dust has spun out of stable orbit.” 

For Joanna Haigh, an emeritus professor of atmospherics at Imperial College London, the study is a distraction. 

The main problem, she said, “is the suggestion that the implementation of such schemes will solve the climate crisis whereas it just gives polluters an excuse not to act.” 

Ex-Twitter Execs Deny Pressure to Block Hunter Biden Story

Former Twitter executives conceded Wednesday they made a mistake by blocking a story about Hunter Biden, the son of U.S. President Joe Biden, from the social media platform in the run-up to the 2020 election, but adamantly denied Republican assertions they were pressured by Democrats and law enforcement to suppress the story.

“The decisions here aren’t straightforward, and hindsight is 20/20,” Yoel Roth, Twitter’s former head of trust and safety, testified to Congress. “It isn’t obvious what the right response is to a suspected, but not confirmed, cyberattack by another government on a presidential election.”

He added, “Twitter erred in this case because we wanted to avoid repeating the mistakes of 2016.”

The three former executives appeared before the House Oversight and Accountability Committee to testify for the first time about the company’s decision to initially block from Twitter a New York Post article in October 2020 about the contents of a laptop belonging to Hunter Biden.

Emboldened by Twitter’s new leadership in billionaire Elon Musk — whom they see as more sympathetic to conservatives than the company’s previous leadership — Republicans used the hearing to push a long-standing and unproven theory that social media companies including Twitter are biased against them.

Committee Chairman Representative James Comer said the hearing is the panel’s “first step in examining the coordination between the federal government and Big Tech to restrict protected speech and interfere in the democratic process.”

Alleged political bias

The hearing continues a yearslong trend of Republican leaders calling tech company leaders to testify about alleged political bias. Democrats, meanwhile, have pressed the companies on the spread of hate speech and misinformation on their platforms.

The witnesses Republicans subpoenaed were Roth, Vijaya Gadde, Twitter’s former chief legal officer, and James Baker, the company’s former deputy general counsel.

Democrats brought a witness of their own, Anika Collier Navaroli, a former employee with Twitter’s content moderation team. She testified last year to the House committee that investigated the January 6 Capitol riot about Twitter’s preferential treatment of Donald Trump until it banned the then-president from the site two years ago.

‘A bizarre political stunt’

The White House criticized congressional Republicans for staging “a bizarre political stunt,” hours after Biden’s State of the Union address where he detailed bipartisan progress in his first two years in office.

“This appears to be the latest effort by the House Republican majority’s most extreme MAGA members to question and relitigate the outcome of the 2020 election,” White House spokesperson Ian Sams said in a statement Wednesday. “This is not what the American people want their leaders to work on.”

The New York Post reported weeks before the 2020 presidential election that it had received from Trump’s personal lawyer, Rudy Giuliani, a copy of a hard drive from a laptop that Hunter Biden had dropped off 18 months earlier at a Delaware computer repair shop and never retrieved. Twitter blocked people from sharing links to the story for several days.

“You exercised an amazing amount of clout and power over the entire American electorate by even holding (this story) hostage for 24 hours and then reversing your policy,” Representative Andy Biggs said to the panel of witnesses.

Months later, Twitter’s then-CEO, Jack Dorsey, called the company’s communications around the Post article “not great.” He added that blocking the article’s URL with “zero context” around why it was blocked was “unacceptable.”

The newspaper story was greeted at the time with skepticism because of questions about the laptop’s origins, including Giuliani’s involvement, and because top officials in the Trump administration had already warned that Russia was working to denigrate Joe Biden before the White House election.

The Kremlin interfered in the 2016 race by hacking Democratic emails that were subsequently leaked, and fears that Russia would meddle again in the 2020 race were widespread across Washington.

Musk releases ‘Twitter files’

Just last week, lawyers for the younger Biden asked the U.S. Justice Department to investigate people who say they accessed his personal data. But they did not acknowledge that the data came from a laptop Hunter Biden is purported to have dropped off at a computer repair shop.

The issue was also reignited recently after Musk took over Twitter as CEO and began to release a slew of company information to independent journalists, what he has called the “Twitter Files.”

The documents and data largely show internal debates among employees over the decision to temporarily censor links to the Hunter Biden story. The tweet threads lacked substantial evidence of a targeted influence campaign from Democrats or the FBI, which has denied any involvement in Twitter’s decision-making.

Witness often targeted

One of Wednesday’s witnesses, Baker, has been a frequent target of Republican scrutiny.

Baker was the FBI’s general counsel during the opening of two of the bureau’s most consequential investigations in history: the Hillary Clinton investigation and a separate inquiry into potential coordination between Russia and Trump’s 2016 presidential campaign. Republicans have long criticized the FBI’s handling of both investigations.

Baker denied any wrongdoing during his two years at Twitter and said that despite disagreeing with the decision to block links to the Post story, “I believe that the public record reveals that my client acted in a manner that was fully consistent with the First Amendment.”

There has been no evidence that Twitter’s platform is biased against conservatives; studies have found the opposite when it comes to conservative media in particular. But the issue continues to preoccupy Republican members of Congress.

And some experts said questions around government influence on Big Tech’s content moderation are legitimate.

Biden Looks to Tout Economic Success After State of the Union Address 

U.S. President Joe Biden followed up his State of the Union address with a trip Wednesday to the Midwestern state of Wisconsin to herald what he sees as the country’s economic advance on his watch.

Opposition Republicans, meanwhile, were calling for an end to what they call runaway government spending that Biden has sanctioned during his two years in the White House. 

 

The president visited a training center for the Laborers’ International Union of North America in the village of DeForest to discuss manufacturing jobs. Wisconsin is a perennial political battleground in presidential elections and almost certainly will again be a focal point in 2024, both for Biden as he nears a formal reelection bid in the coming months and his eventual Republican opponent, whether it is former President Donald Trump or someone else.

Under Biden, the U.S., with the world’s biggest economy, has added hundreds of thousands of new jobs every month as it recovers from the worst effects of the coronavirus pandemic that started in 2020.

The country’s 3.4% unemployment rate is the lowest in 53 years. But Republicans and Democrats alike say the country’s consumer price inflation rate, while easing in recent months, is still too high at an annualized 6.5% in December. 

Debt limit

 

Additionally, congressional Republicans and Biden are sparring over increasing the government’s $31.4 trillion debt limit, the amount it can borrow to pay its financial obligations. Republicans want sharp — but to date, unspecified — cuts in government spending in exchange for increasing the debt limit by June. 

 

That’s when the government is expected to run out of enough money in tax revenues to pay all its bills. Biden wants an unconditional debt limit increase but is willing to separately discuss future government spending.  

 

Biden and new House Speaker Kevin McCarthy have started talking about how to increase the debt ceiling but appear far from reaching an agreement in what are likely to be protracted discussions.  

After his Wisconsin visit, Biden was to head Thursday to another political battleground, the Southern state of Florida, where Trump lives during the winter months. In Tampa, Biden will accuse Republican lawmakers of wanting to shrink pension and health care benefits for older Americans, a potent issue in Florida where millions of retirees have settled.

Biden struck an optimistic, determined tone Tuesday in his second State of the Union address, lauding his legislative and policy achievements, reiterating his stances on contesting China and supporting Ukraine, and proclaiming that “though bruised, our democracy remains unbowed and unbroken.”

“Because the soul of this nation is strong, because the backbone of this nation is strong, because the people of this nation are strong, the state of the union is strong,” Biden said.

“I’m not new to this place. I stand here tonight — and I’ve served as long as about any one of you have ever served — I have never been more optimistic about the future of America,” he said. “We just have to remember who we are. We are the United States of America, and there is nothing, nothing beyond our capacity if we do it together.”

Benefits of spending

In the speech, he sought to explain how hundreds of billions of dollars in spending for infrastructure, climate change controls and computer chip manufacturing that he supported in the last two years will benefit Americans in the coming years.

A handful of Republican lawmakers heckled Biden during the speech, with Representative Marjorie Taylor Greene of Georgia calling him a “liar” when he suggested that at least some Republicans wanted to curtail funding for the pension and health care insurance plans for older Americans.

Biden seemed to enjoy the moment, and he prodded the hundreds of lawmakers in the House of Representatives chamber to stand in a show of support for not trimming funding for the Social Security and Medicare programs.

McCarthy tweeted after the speech: “Republicans offer a vision for a future built on freedom, not fearmongering.”

His deputy, House Majority Leader Steve Scalise of Louisiana, said on Twitter that Biden was “living in an alternate universe. Families can’t afford gas or food — and they feel unsafe in their communities.”

Astronomers Astonished by Ring Around Frigid Distant World Quaoar

The small distant world called Quaoar, named after a god of creation in Native American mythology, is producing some surprises for astronomers as it orbits beyond Pluto in the frigid outer reaches of our solar system.

Researchers said Wednesday they have detected a ring encircling Quaoar akin to the one around the planet Saturn. But the one around Quaoar defies the current understanding of where such rings can form – located much further away from it than current scientific understanding would allow.

The distance of the ring from Quaoar places it in a location where scientists believe particles should readily come together around a celestial body to form a moon rather than remain as separate components in a disk of ring material.

“This is the discovery of a ring located in a place that should not be possible,” said astronomer Bruno Morgado of the Valongo Observatory and the Federal University of Rio de Janeiro in Brazil, lead author of the study published in the journal Nature.

Discovered in 2002, Quaoar is currently defined as a minor planet and is proposed as a dwarf planet, though it has not yet been formally given that status by the International Astronomical Union, the scientific body that determines such things.

Its diameter of about 1,110 kilometers is about a third that of Earth’s moon and half that of the dwarf planet Pluto. It has a small moon called Weywot, Quaoar’s son in mythology, with a diameter of 170 kilometers, orbiting beyond the ring.  

Inhabiting a distant region called the Kuiper belt populated by various icy bodies, Quaoar orbits about 43 times further than Earth’s distance to the sun. In comparison, Neptune, the outermost planet, orbits about 30 times further than Earth’s distance from the sun, and Pluto about 39 times further.

Quaoar’s ring was spotted using the European Space Agency’s orbiting Cheops telescope, whose primary purpose is to study planets beyond our solar system, as well as ground-based telescopes.

The ring, a clumpy disk made of ice-covered particles, is located about 4,100 kilometers away from Quaoar’s center, with a diameter of about 8,200 kilometers.

“Ring systems may be due to debris from the same formation process that originated the central body or may be due to material resulting after a collision with another body and captured by the central body. We do not have hints at the moment on how the Quaoar ring formed,” said astronomer and study co-author Isabella Pagano, director of Italian research institute INAF’s Astrophysical Observatory of Catania.

Unlike any other known ring around a celestial body, Quaoar’s is located outside what is called the Roche limit. That refers to the distance from any celestial body possessing an appreciable gravitational field within which an approaching object would be pulled apart. Material in orbit outside the Roche limit would be expected to assemble into a moon.

Saturn has the largest ring system in our solar system. The other large gas planets – Jupiter, Uranus and Neptune – all have rings, though less impressive, as do the non-planetary bodies Chariklo and Haumea. All reside inside the Roche limit.

But how can Quaoar flout this rule?

“We considered some possible explanations: a ring made of debris, resulting from a putative disruptive impact into a Quaoar moon, would survive for a very short time – but the probability to observe that is extremely low,” Pagano said.

“Another possibility is that theories for the aggregation of icy particles need to be revised, and particles might not always aggregate into larger bodies as quickly as one might expect.”

US State Court System, US, EU Universities Hit by Ransomware Outbreak

A global ransomware outbreak has scrambled servers belonging to the U.S. state of Florida’s Supreme Court and several universities in the United States and Central Europe, according to a Reuters analysis of ransom notes posted online to stricken servers.

Those organizations are among more than 3,800 victims of a fast-spreading digital extortion campaign that locked up thousands of servers in Europe over the weekend, according to figures tallied by Ransomwhere, a crowdsourced platform that tracks digital extortion attempts and online ransom payments and whose figures are drawn from internet scans.

Ransomware is among the internet’s most potent scourges. Although this extortion campaign was not sophisticated, it drew warnings from national cyber watchdogs in part because of the speed of its spread.

Ransomwhere did not name individual victims, but Reuters was able to identify some by looking up internet protocol address data tied to the affected servers via widely used internet scanning tools such as Shodan.

The extent of the disruption to the affected organizations, if any, was not clear.

Florida Supreme Court spokesperson Paul Flemming told Reuters that the affected infrastructure had been used to administer other elements of the Florida state court system, and that it was segregated from the Supreme Court’s main network.

“Florida Supreme Court’s network and data are secure,” he said, adding that the rest of the state court system’s integrity also was not affected.

A dozen universities contacted by Reuters, including the Georgia Institute of Technology in Atlanta, Rice University in Houston, and institutions of higher learning in Hungary and Slovakia, did not immediately return messages seeking comment.

Reuters also contacted the hackers via an account advertised on their ransom notes but only received a payment demand in return. They did not respond to additional questions.

Ransomwhere said the cybercriminals appear to have extorted only $88,000, a modest haul by the standard of multimillion-dollar ransoms regularly demanded by some hacking gangs.

One cybersecurity expert said the outbreak, thought to have exploited a 2-year-old vulnerability in VMWare software, was typical of automated attacks on servers and databases that have been carried out by hackers for years.

VMWare has urged customers to upgrade to the latest versions of its software.

“This is nothing unusual,” said Patrice Auffret, founder of French internet scanning company Onyphe. “The difference is the scale.”

Also uncommon is the highly visible nature of the outbreak, which began earlier this month. Because internet-facing servers were affected, researchers and tracking services like Ransomwhere or Onyphe could easily follow the criminals’ trail.

Digital safety officials in Italy said Monday that there was no evidence pointing to “aggression by a state or hostile state-like entity.”

Samuli Kononen, an information security specialist at the Finnish National Cyber Security Centre, said the attack was likely carried out by a criminal gang, although he added that it was not particularly sophisticated as many victims had managed to salvage their data without paying a ransom.

“More experienced ransomware groups usually don’t make that kind of mistake,” he said.

Doctor Accused of Spreading Deadly Meningitis Arrested in Mexico

Mexican police detained a medical doctor accused of using infected medicines that may have caused a mysterious meningitis outbreak in northern Durango state, after the disease killed at least 35 women in recent months.

Another 79 people have been hospitalized with signs of infection.

Police arrested the doctor who specializes in anesthesiology early Tuesday morning on charges of illegal practices including the re-use of medications at the private hospitals where he worked. The doctor’s full name was not disclosed.

Meningitis is typically associated with painful inflammation of the brain and spinal cord, often caused by a virus or in some cases bacteria or a fungal infection.

The affected patients in Durango were likely infected by fungal meningitis while having procedures in the same hospitals where the doctor worked, according to Durango state prosecutor Sonia Garza.

She told reporters at a news conference on Tuesday in the state capital that the first procedures associated with the infected patients took place last August and that many of them had been administered anesthesia for obstetric procedures.

“This specialist carried out procedures with no restraint,” said Garza, adding that he brought his own medication for patients, including unauthorized controlled drugs.

The outbreak has raised concern in both Mexico and from international bodies after the outbreak’s first death was confirmed last November.

Garza added that the detained doctor was the only physician who conducted procedures at the four hospitals where the infections have been observed. She said that he denied using his own medications at a hearing before prosecutors.

Reuters was not immediately able to request comment from the doctor, or locate his lawyer, but his son, contacted by Reuters, said his father is innocent.

“They accused my father without any evidence,” he said, declining to provide his name.

The meningitis outbreak is confined to private hospitals in the state capital, also known as Durango, according to Mexico’s health ministry.
